It’s time, once more! Low-cost funding from the State of Missouri is available again. The Missouri Department of Natural Resources – Division of Energy opened applications for their Energy Loan Program. These are very-low-interest loans (2%-4%) that are available on a limited basis a couple of times per year for Missouri institutions of higher education, public schools (K-12), hospitals, and local govt. (including districts and facilities). Using this money is one of the best ways Missouri institutions can kick of a virtuous cycle of continuous improvement in energy efficiency.
This is off-balance-sheet funding that does not require a vote or effect debt limits. It also works very well with utility incentives. This is just the capital these institutions need to fund building upgrades they’ve been putting off.
